At the federal level, a new heating cost regulation was passed in 2021. The new heating cost regulation is based on the EU energy efficiency directive.

Uncertainties in dealing with the heating cost ordinance are also noticeable in the billing services. This is reflected, for example, in the pricing of the provision of consumption information and the large differences between the providers.

The changes to the consumption information during the year will apply for the first time in February for January 2022. The consumption information must be communicated to all owners or tenants on a monthly basis. Such transparency should offer the potential to track individual consumption and compare it with previous months. Against the background of reducing CO2 emissions from buildings, consumption behavior can now be optimized.
